At the airport by consignee or Customs brokers.
Customs hours
Monday through Friday 08.30 – 12.30 hrs. and 13.00 – 17.00 hrs.
Clearance outside Customs hours only possible for urgent goods (like human remains, perishable goods, live animals and newspapers).
IMPORT
GENERAL
- Marking
- Each package in a consignment must show clear marks and serial numbers so that Customs can identify each package immediately.
- Language on documents
- Chinese or English.
DOCUMENTARY REQUIREMENTS
- For all imports an Import License from the Foreign Exchange and Trade Commission is required. Applications must be accompanied with a Pro Forma Invoice showing transport charges, insurance, additional charges, discounts.
Commercial consignments
- 4 Commercial Invoices signed by shipper, containing: number of Import License, marks and numbers as shown on the packages, number of packages, gross and net weight, exact description of goods, FOB-value, transportation charges, insurance, other charges, CIF- value.
- 1 Packing List, required when Commercial Invoice does not show a specific description of each article.
- 2 Pro Forma Invoices (optional).
- Certificate of Origin (optional): visaed by a Chamber of Commerce together with a “Supplier’s Certificate”.
- The following are the required documents to support the Consular Invoice for legalization at the Consulate: 1 Commercial invoice, 1 Certificate of Origin.
- According to Customs Regulations in Chinese Taipei, in case shipments destined to the points in Chinese Taipei are packed by putting together two or more separate packages using gummed tape, wooden frame, etc., and are treated as one piece without indicating the number of breakdown pieces on AWB and without declaring such number, the consignee will be fined TWD 6,000.00 to TWD 30,000.00
- The number of pieces per shipment should be shown in the “No. of packages” column and the number of breakdown pieces should be shown in ( ) in the “Nature and quantity of goods” column.Example: (Commodity: Machine parts Weights: 135 kg.).Three pieces are bundled together and treated as one piece.

Gift consignments
- 4 Commercial Invoices.
- Import license, issued by Bureau of International Trade of Ministry of Economics, required for any consignments having declared value for customs exceeding TWD 3,000.00. Import license not required for personal effects if not covered by commercial invoices or when AWB is marked NCV (No Commercial Value).
- Gift Parcels: biscuits, candy, cocoa, coffee, cosmetics, hosiery of nylon, and toilet articles of reasonable small quantity may be imported as “Unsolicited Gift” without Import Licence provided that the actual CIF value of the shipment does not exceed USD 25.00.
- Alcohol and Wines: import must be approved by the “Taiwan Tobacco and Liquor Corp.”.
RESTRICTIONS
Live animals and plants
Dogs and cats
- Import permit issued by Bureau of Animal and Plant Health Inspection and Quarantine (BAPHIQ) is required.
- Original Copy of official veterinary certificate issued by animal quarantine authority of the exporting country is also required.
- After importation, dogs and cats from rabies-infected area must be quarantined under control of BAPHIQ for at least 21 days.
Domestic and wild animals/poultry/other required quarantine animals or fish (trout, salmon, perch, catfish and carp only) or crustaceans (for aquaculture only)
- Issuance of quarantine requirements by BAPHIQ is required.
- Original copy of official veterinary certificate issued by animal quarantine authority of the exporting country is also required.
- After importation, animals/poultry need to be quarantined under control of BAPHIQ for various period of time, depending on the species of animals/poultry.
IMPORT/TRANSIT/EXPORT REGULATIONS
Plants and their products
- lmportation of plants and plant products must meet the Quarantine Requirements for the Importation of Plants or Plant Products into The Republic of China and related requirements.
- Original copy of phytosanitary certificate issued by plant quarantine authority of exporting country is required.
- The Wooden Packaging Material imported to Taiwan shall be treated under the supervision of the plant quarantine authority of the exporting country according to the International Standard for Phytosanitary Measures – No. 15 (ISPM 15).
Inbound tourists are not allowed to carry with them live animals, plants and fresh fruits, with the exception of dogs, cats, rabbits and plants which met the requirements. All other animals and fresh fruits should be shipped by cargo.
