DUTIES AND RESPONSIBILITIES 

Operation Manager

The Operation Manager reports to the VP Production and is responsible for the overall administration of Air, in accordance with company policy management :

  • Develops, implements, and oversees operational policies for all state employees who act as pilot including, but not limited to, crew rest requirements, current flight training, flight checks and flight physical examinations.
  • Responsible for operational of all state-owned aircraft.
  • Evaluates state aviation equipment requirements, owned or leased, in regard to need,, effectiveness and applicability.
  • Administers state aviation flight programs to ensure highest practical level of safety and effectiveness.
  • Additional duties include:
  • Provides air transportation services to travelers on state business.
  • Prepares and administers the annual operating budget.
  • Maintains contacts with state personnel who use and support state flight operations.
  • Regularly advises management on the status and requirements of state aviation.
  • Devises and uses metrics with which to measure department performance.
  • Prepares short and long-range plans that include state and departmental objectives.
  • Develops and trains subordinates.
  • Develops and maintains liaison with those having governance over flight operations.

Chief Pilot

The Chief Pilot reports to the Operation Manager and is responsible for the supervision of Flight Crew.

Duties:

  • Standardization of flight crew duties.
  • Evaluates flight activity.
  • Promotes aviation safety.
  • Schedules Pilots.
  • Assembles and disseminates operational, navigation and safety information.
  • Maintains PIC qualifications on selected aircraft.
  • Maintains qualifications in all other types of Air aircraft.
  • Screens, interviews and tests pilot applicants for job openings. Assesses applicant’s ability to meet the needs of the position and makes hiring recommendations to the Operation Manager.
  • Administers all supervisory activities for flight crew members, including performance appraisals, counseling, development, disciplinary action, safety and security.
  • Provides aviation subject matter expertise and consulting to various groups and individuals within the state including, budget, legal, risk management, regulatory and executive matters.
  • Develops and maintains operational policies and procedures.
  • Manages flight crew training needs, curricula and schedules.
  • Monitors regulatory, policy and procedural compliance for flight crews.
  • Devises and administers department flight operations budget.
  • Reviews operating and expense budgets for accuracy, completeness and compliance.
  • Directs coordination with other Department Operation Managers.
  • Acts as Fire Control Pilot as required.
  • Accepts other duties as required.

Captain (Pilot in Command – PIC)

Captains report to the Chief Pilot. Captains are responsible for the safe conduct of flights to which they are assigned. When assigned to a flight, the Captain is the final authority in the operation of the aircraft. Captains are the state’s most visible representative to the passengers and must act with tact and decorum while ensuring an efficient and safe operation.

Duties:

  • Complies with schedules, and other directives governing the aircraft’s operation.
  • Acts as Pilot in Command (PIC) of flights for which the pilot has been scheduled.
  • Ensure compliance with all federal, state, local, and foreign regulations, as well as state policies and procedures.
  • Ensures that preflight inspections are performed.
  • Studies weather conditions at destination, enroute, alternate airports, and departure points.
  • Prepares flight plans.
  • Ensures the aircraft is clean and prepared for flight with all provisions on board for the passengers safety and comfort.
  • Calculates and reviews the aircraft weight and balance, fuel on board, and performance charts.
  • Complies with published standard operating procedures.
  • Supervises, develops and trains the First Officer (Second in Command (SIC)) in any duties necessary for the smooth, safe, and efficient aircraft operation.
  • Coordinates the duties of all crew members assigned to the flight.
  • Monitors crew performance, shares knowledge, and evaluates their potential for advancement.
  • Makes decisions necessary to:
  • Start, delay, or cancel the flight.
  • Deviate the flight from planned route or destination when operating conditions dictate.
  • Ensures safety is not compromised in the performance of a pilot’s duties.
  • Ensures all decision making is based on safety FIRST.
  • Acts as Fire Control Pilot as required.
  • Accepts other duties as required.

First Officer (Second in Command – ( SIC)

The First Officer reports to the Chief Pilot and is responsible to the Captain of the flight.

Duties:

  • Performs preflight inspection assuring airworthiness, (as directed by the Captain).
  • Obtains information regarding weather, airports and facilities at departure, enroute, destination and alternate locations, and files flight plans, (as directed by the Captain).
  • Ensures compliance with all federal, state, local, and foreign regulations, as well as state policies and procedures.
  • Calculates weight and balance, performance criteria and fuel required for the flight, as prescribed in policies and procedures and CASRs, (as directed by the Captain).
  • Maintains recent flight experience and pilot currency requirements by attending flight training as necessary to ensure compliance with current CASRs and this manual.
  • Assists the Captain with discharging safety responsibilities.
  • Performs duties as assigned during flight preparation, inflight and postflight.
  • Assumes all duties of the PIC in the event the PIC is incapacitated.
  • Follows all CASR and state policies pertinent to assigned duties.
  • Ensures safety is not compromised in the performance of a pilot’s duties.
  • Ensures all decision making is based on safety FIRST.

Flight Operation

Reports to The Operation Manager.

Duties:

  • Organizes and arranges travel on state aircraft, chartered aircraft or airline for business travelers, including ground transportation, lodging and other arrangements as required.
  • Provides administrative and clerical assistance to the aviation department.
  • Operates a variety of office equipment including PC, tape back up system, copier, fax machine, scanner, telephone message service and calculator.
  • Uses a variety of business, office and scheduling software programs.
  • Uses excellent interpersonal, organizational and prioritization skills. Must be detail oriented and have the ability to maintain a high level of accuracy.
  • Develops and maintains knowledge of geographical reference material necessary for flight scheduling.
  • Is adaptable to constantly changing schedules to meet appropriate deadlines, maintaining accuracy with aircraft and crew availability.
  • Carries out multiple projects and works with minimal supervision.
  • Schedules state aircraft for flights and maintenance.
  • Logs flight times and keeps department flight records.
  • Keeps passenger manifests and logs for all flights.
  • Obtains any necessary permits or visas (for crew and passengers) when flying to foreign countries.
  • Arranges fixed base operators (FBOs) services.
  • Provides a central point of contact for all members of the Department, including flight following.
  • Maintains and processes general administrative and financial records.
  • Provides general administrative support to the Department, with confidentiality.
  • Performs other duties as assigned.

Maintenance Manager

Reports to the VP Production.

Duties:

  • Supervises maintenance personnel.
  • Ensures the quality of aircraft, engine, and avionics maintenance and repair.
  • Assists with development of department policies, short and long-range plans and the annual operating budget.
  • Recommends the proper staffing and performance standards for the maintenance department.
  • Establishes and maintains records as required by the CASR, manufacturer(s), and department policy.
  • Establishes maintenance safety rules and procedures.
  • Maintains spares and ground support equipment inventories.
  • Ensures maintenance personnel are familiar with department policies, appropriate CASR, pertinent manuals, practices, and publications.
  • Establishes programs for maintenance technician proficiency training, reviews, and upgrades in accordance with CASR and department requirements.
  • Establishes aircraft handling procedures.
  • Establishes requirements for hangar space, grounds, and fuel handling, as applicable.
  • Monitors security and environmental affairs including complete material safety data sheets on all chemicals, fire drills, and safety training.
  • Coordinates activities of the maintenance department with flight operations.
  • Ensures maintenance personnel and flight crews understand the objectives of the state maintenance operations.
  • Directs compliance of minimum equipment list (MEL) maintenance procedures.
  • Coordinates with operation manager of Maintenance Deferred items.
  • Accepts other duties as required.

Engineering and Quality Assurance Manager

Reports to the VP Production.

Duties:

  • Supervises maintenance personnel, Engineering and PPC
  • Ensures the quality of aircraft, engine, and avionics maintenance and repair.
  • Assists with development of department policies, short and long-range plans and the annual operating budget.
  • Recommends the proper staffing and performance standards for the maintenance department.
  • Establishes schedules for periodic inspections, general overhaul, repairs, and modifications.
  • Establishes and maintains records , maintenance reliability aircraft, engine and system as required by the CASR, manufacturer(s), and department policy.
  • Establishes maintenance safety rules and procedures.
  • Ensures maintenance personnel are familiar with department policies, appropriate CASR, pertinent manuals, practices, and publications.
  • Establishes programs for maintenance engineer proficiency training, reviews, and upgrades in accordance with DGAC and department requirements.
