Arms, ammunition and explosives

  • (Including any item classified under Class 1 of the Dangerous Goods Regulations e.g. fireworks, explosives for industrial use, etc), or imitations of such items, shall be allowed to be shipped by air into or leaving Malaysia, or as transshipment ONLY with an approved import permit from the Royal Malaysia Police and carriage permit from the Department of Civil Aviation (DCA).

As guidance to shippers and agents, the following definitions apply:

  • Ammunition Includes blank ammunition for any arm as hereinafter defined, and includes grenades, bombs and other like missiles, whether capable of use with arms or not, and any ammunition containing, or designed or adapted to contain, any noxious liquid, gas or other thing;
  • Arm means any lethal barreled weapon of any description from which any shot, bullet or other missile can be discharged, or which can be adapted for the discharge of any such shot, bullet or other missile, and any weapon of whatever description designed or adapted or which can be adapted for the discharge of any noxious liquid, gas or other thing, and includes an air gun, air pistol, automatic gun, pistol and any component parts of any such weapon and any accessory to those weapon designed or adapted to diminish the noise or flash caused by firing the weapon.
  • means anything which has the appearance or is intended to give the impression of being an arm, whether it is capable of discharging any shot, bullet, missile, noxious liquid, gas or other thing.

Human remains

  • Death Certificate, Embalmment Certificate, Certification from Malaysian Embassy.

Pharmaceuticals and Chemicals

  •  (Scheduled poisons) – License Type A or License Type B from Ministry of Health.
  • (Sodium Hydroxide) – Import license from Ministry of Health/Type E-License.
  • Precursors: Ephederine, Acetic anhydride, Acetyl Chloride, Acetyl Bromide, Pseudo ephedrine, Norephedrine, Ergometrine and its salts, Lysergic acids and its salts, 1-Phenyl, 2-Propane, N-acetylantranilic Acid, 3-4-Methylene Dioxyphenyl-2-Propane, Safrole, Isosafrole, Piperonal, Potassium Permanganate) – Import Permit from Ministry of Health.
  • {Beta Agonists) – Import license from Ministry of Health.
  • Sodium Saccharin, Caffeine) – Import license from Ministry of Health.
  • Subject to check by Pharmaceutical division of Ministry of Health.

Cosmetics

  • Require registration with the Drug Control Authority.
  • Import license from Ministry of Health.
  • Subject to check by pharmaceutical division of Ministry of Health.

Medicines and vaccines

Veterinary vaccines and biologics

  • Subject to import regulation of the Department of Veterinary Services.

Medicines

including Traditional Medicines, Health/Food Supplement.

  • Require registration with the Drug Control Authority.
  • Import license from Ministry of Health.
  • Subject to check by Pharmaceutical Unit of the Ministry of Health.

Vaccines

  • Require registration with the Drug Control Authority.
  • Import license from Ministry of Health.
  • Subject to check by Pharmaceutical Unit of the Ministry of Health.

Animal products

  • Include meat, eggs, dairy products, etc. Subject to import regulations of Department of Veterinary Services. (The regulations are available at the Department or website: http://agrolink.moa.my/jph/dvs/import/.

The animal product must be accompanied with:

  1. Veterinary inspection at the entry point.
  2. Accreditation of the farms, slaughter house and processing plants where necessary.
  3. Permit from Veterinary Department.

Finished leather: Do not require import permit but may be subject to inspection at the entry point.

Meat and meat products

Carcasses of any animal or bird, or part thereof including meat (frozen, dried, dehydrated, salted, pickled, smoked or cooked) may only be imported from: Australia, British Isles, Canada, Denmark, Holland, Ireland, New Zealand, Singapore, Switzerland, U.S.A., provided that they are accompanied with:

  1. Original copy of Veterinary Health Certificate from the Government Veterinary Authorities stating that the country of origin is free from foot and mouth disease and rinderpest for six months prior to slaughter and export.
  2. Import Permit from the State Veterinary Office.
  3. Original copy of recognized Halal Certificate from the country of origin is required for all consignments of meat.

Carrier’s Freight Department at the airport of entry must be advised 48 hours in advance of the scheduled arrival.

Tobacco and tobacco products

  • Cigarettes: Marked “Warning from Malaysian Government – Smoking Is Hazardous To Your Health”

IMPORT/TRANSIT/EXPORT REGULATIONS

Foodstuffs

  • Consumable items from Europe e.g. milk, fruit, vegetables, meat, mineral water, cereals – subject to inspection by Malaysian Heath Authorities.
  •  Eggs and poultry : Import license.
  • Cabbage (round) : Import license and quantity.
  • Rice and padi in all forms : Import license.

Precious metals and stones

  • Diamond and diamond set jewelry           : Import license.

Radio-active materials

  • Permit from the Department of Civil Aviation and permit from the Malaysian Atomic Energy Licensing Board before the shipment lands in Malaysia.

Others

  • Goods with potential to cause fire, imitation arms, bullet proof vests and steel helmets: Import license and permit from the Royal Malaysian Police.
  • Siren producing device, radio equipment (Transmitter or Receivers) known as Citizen’s Band Radios, radio communication apparatus in the frequency band lower than 3000GHZ and telecommunication device: Import license.
  • Batik: Import license.
  • Safety helmets (except for motorcyclist), sugar, mosquito coils, wood, iron or steel sheets, rice milling machinery, motor vehicles (any type), chassis fitted with engines: Import license.
  •  Safety seat belts: The standard should conform to Malaysian and international standard and be accompanied by a certificate from an approving authority.
  •  Electrical apparatus for domestic use: Accompanied by a certificate issued by the Department Of Electrical Inspectorate Of Malaysia.
  •  Coin and disc operated amusement machines (excluding record players and jukeboxes) and spare parts: Import license.

 PROHIBITIONS

  • All goods from Israel or the territories administered by her.
  • Any article bearing the imprint or reproduction of any currency note, bank note or coin which are current or has already been issued in any country.
  • Any emblem or device used in a manner prejudicial to the interest, welfare or good order in the Federation.
  •  Inindecent or obscene print, painting, photography, book, card lithographic or other engraving.
    Intoxicating liquors containing lead or lead compound more than 3.56 milligrams.
    Daggers and flick knives, broadcast receivers (except to receive meteorological broadcasts), sodium arenite and multi-color copier machines.
    Turtle eggs.
    Coral (alive or dead).
    All types of Piranha fish.

The following breeds of dogs are prohibited:

  • Pit Bull Terrier/Pit Bull (also known as American Pit Bull, American Pit Bull Terrier, American Staffordshire Terrier and Staffordshire Bull Terrier)
  • American Bulldog
  • Neapolitan Mastiff
  • Japanese Tosa
  • Akita
  • Dogo Argentino
  • Fila Braziliero
