Odd and even number plate restrictions are a traffic management method implemented by some countries to reduce traffic congestion and improve air quality. Under this system, vehicles with license plates ending in odd or even numbers are allowed to drive on alternating days.

Several countries have implemented odd and even number plate restrictions, including China, India, Mexico, and the Philippines and of course in Jakarta Indonesia as well. In China, odd and even number plate restrictions have been implemented in several cities, including Beijing, Shanghai, and Guangzhou. In India, the system was first introduced in Delhi in 2016, and then in other cities such as Gurugram, Faridabad, and Noida. In Mexico City, the system has been in place since 1989, and it has been used periodically to address air pollution. In the Philippines, the system was implemented in Manila in 1995, but it was later discontinued due to the lack of effectiveness.

The effectiveness of odd and even number plate restrictions varies depending on several factors, such as the level of compliance, the severity of the traffic congestion, and the availability of alternative modes of transportation. In some cities, such as Beijing, the system has been effective in reducing traffic congestion and improving air quality. In other cities, such as Manila, the system was found to be ineffective due to the lack of compliance and the absence of alternative modes of transportation.

One of the main advantages of the odd-even rule is that it can significantly reduce traffic congestion during peak hours. By allowing only half of the vehicles on the road on any given day, traffic volume can be reduced by up to 50%, which can lead to shorter travel times and less frustration for commuters. Additionally, the reduced traffic volume can also lead to lower air pollution levels, which is beneficial for the environment and public health.

However, there are some weaknesses to this policy. Firstly, it may not be effective in reducing congestion yet emissions if there is a large number of uncontrolably restricted vehicles in certain festive periods that are involving huge numbers of vehicles on the road at any given time, maybe those because of lack of information or awareness cascaded to all stake holders. Those subsequentially can be difficult to enforce, particularly if drivers attempt to circumvent the rule by driving a vehicle with an odd or even number plate on the wrong day. This can lead to confusion, frustration, and even traffic jams at enforcement checkpoints.

Another weakness of the odd-even rule is that it can be inconvenient for drivers who rely on their vehicles for daily transportation. For example, if a person needs to travel to work every day, they may need to purchase a second vehicle with a different plate number or arrange alternative transportation on their designated off days. This can be costly and time-consuming, particularly for low-income individuals who may not have the financial resources to purchase a second vehicle or pay for alternative transportation.

The return traffic after Hari Raya is expected to implement odd and even number traffic management systems. This system restricts vehicles with odd or even number plates from traveling on certain days, reducing the number of vehicles on the road.

The odd-even system aims to reduce traffic congestion and improve traffic flow, ensuring that people can return home after the holidays without significant delays. However, the system can also cause inconvenience for some people who may not be able to travel on specific days due to the restrictions.

It is therefore as mentioned above  it is essential to balance the benefits of reducing congestion with the inconvenience that it may cause to some people. With proper planning and communication, the odd-even system can help to ensure a smooth and safe return journey for everyone.
